Water instead of fuel oil used as dead volume? 1

Hello everybody:

I would like to know if, is it correct to fill with water the dead volume of an above ground Diesel # 2 storage tank?. The dead volume is the portion of the internal volume that is out of the flow path that goes to the day tank and is not taken into account for inventory purposes.

No. Diesel tanks should be drained of any water at every opportunity.
 
It may be that the flow path is away from the proposed dead volume interface, but how far away? - is it possible for internal turbulence from the feed nozzle to churn up water and sweep it into the exit nozzle? Do you have some kind of slotted distributor on the feed to slow down the feed as it gets into the tank? Exit nozzle fitted with a vortex breaker to prevent swirling currents that could sweep up water from below?

Cannot tell without seeing a diagram of these nozzles and orientation within the tank relative to the proposed dead volume.

Also, check with the plant materials selection / corrosion engineer if corrosion from stagnant oxygenated water with small amounts of chloride(?) and plenty of microbes floating in it is likely on the water wetted internal surfaces.
 
No it isn't. Apart from a one off financial benefit from replacing fuel oil with water, there is no benefit to this scheme. Water oil interface just builds up and all sorts of nasty things start to grow. Pretending that the whole volume is fuel when a lot is water is fraud.

Your minor saving will be eaten up by corrosion and court costs.....
