Water is coming from NPT hole of the Re. pad. What can be the reason? the excess neck of nozzle from inside had been cut and flush grinded.
My fear is that construction team didnt weld shell to nozzle from outside and when they sand blasted shell from inside they damaged the flush grinded area. Pneumatic test was done before hydro test of tank. Hydro test was done succesfully a year ago . It is revealed during the proccess works when they filled again to start comissioning works.

What is the tank filled with? How much water is coming out? Does it ever stop coming out? Was the hole filled with heavy grease after the initial pressure test (this would keep rain out)? What is the temperature outside and inside the tank? Is the shell sweating heavily elsewhere on the outside of the tank? Can you add air pressure using the test hole and measure any decay in pressure to confirm a leak? The water has to be coming from between the repad and the tank shell. It can only get there by a leak between the nozzle neck and the tank shell or by condenstion or by heavy rain. If the product is not water but water (not product) is coming out the test hole you may not have a problem. Please show us Detali E - the weld to the shell. The neck to the shell should be a full-penetration weld. What is the shell material, the neck material and the weld material? What is the stored product?

I understand this is the pneumatic test of RF pad as per API-650. If done before you need to do it again to detect the leak. Use of soap film can assist leak detection.
