It is generally not a good idea to use a gear pump in reverse as a motor. The shaft seal is a low pressure seal and will not stand up to the "motor" return line pressure. The shaft seal is usually internally connected to the low pressure, suction port of the pump and expects to see only low pressure.

Water does not have the lubricity of oil. You risk gear wear and seal burn.
