water quality treatment

I am designing a project in North Florida with a detention basin that also includes water quality treatment.However, I would like more fill from the pond than the 12 feet allowed. This depth limit is imposed to prevent metal and other contaminates from being sucked up from the bottom. My question is: If I provide a separate water quality treatment system that satisfies the requirements, can I then dig the detention basin deeper? I would appreciate any comments on this questino.

Are you using a wet-pond for water quality? If so, and you want more depth without being impacted by contaminates, consider lining the wet-pond portion with an impermeable liner (pvc, clay, etc.). We have had to do that on several ponds up here in Washington state because the bottoms were into or too close to groundwater levels. David Lee
