At 100 feet probably not needed to have expansion joints - design per ACI 350 and not ACI 318.

What JAE said. Notably, you will likely end up with a higher minimum reinforcement ratio, since serviceability (crack width and distribution) controls most design.

Is this a freestanding tank or earth impounded reservoir?

It is an earth impounded reservoir. From ACI 350,I see higher min. reiforcement ratios as you mentioned. What will you recommend about construction and control joints requirements and spacings?
