Water Storage Tanks and Thermal Inbreathing acc. API-2000

Dear all,
According API-2000-7th-Ed.: Is there a must to consider the thermal Inbreathing for water stored in an Un-Insulated Tank ?
The Water Tank is equipped with Nitrogen-Blanketing line and has -5mBarg. Design-Vacuum Pressure.

If you have a nitrogen blanket you simply have to confirm that the regulator & flow of nitrogen exceed the thermal inbreathing requirements. You'd still need a pressure vent to accommodate inflow and emergency scenarios.

If I remember right, the design scenario for thermal inbreathing is a hot tank being subject to a sudden thunderstorm and cooled accordingly. That could happen as easily with water as any other product.
I would assume some form of pressure/vacuum relief beyond the nitrogen system would be prudent.
