We require head protection, safety glasses, safety boots in our facility. Our employees are great at following the policy but truck drivers from other companies are mostly terrible. We have signage stating this but it clearly does nothing. What do you guys do to enforce PPE on employees that are not your own?

Hi,
Check before they enter your facility and ban them if they are not wearing the PPE required.
Did you perform a training to these guys before entering your place? You should have this available, video show about the safety rules, PPE worn, ...
The first thing to do is to meet their management to ensure they are aware of your SHE policy, second thing make sure it is written in your contract between you and these companies to get a commitment, check with your logistic and supply chain department.
Based on my experience in Europe and Asia.
Note: You may have at your guard house spare equipment in case.
Good luck.

dangerous/safe zones segregation + safe pathways + briefing + personal permission for access + safety signs + safety inspectors patrolling + alert for 1st violation + temporary ban for 2nd violation + permanent ban for 3rd violation + fine to contractors for every violation + black list of contractors + insurance + large banner of banned persons at an every corner/crossroad

Its a question of culture! A couple of times i forgot to change into safety shoes or forgot my glasses - i didnt get very far before someone pointed this out to me and i would return to my office to get my PPE! You get a lot further by positive re-inforcement and good example from the senior staff!

At the OpCo I used to work at, there is an almost ZERO tolerance for safety violations. You simply get fired on the spot. Contract staff are blacklisted and booted out.
