I would like to experiment with how different factors influence the driving of a pile, for my own personal curiosity. I do not have access to GRLWEAP. Do any DOTs/Universities have a free version of comparable software? Or is this a completely proprietary analysis tool?

Our company purchased the software some years ago and it was not too expensive, if you are really interested on it, you would want to buy it.
 
There's a free DOS WEAP program called WEAP87 that was developed for FHWA floating around. It's an old DOS program so it's not user friendly and you will have to run a DOS emulation program to run it. It has a full manual written for it in great detail.

It was written in the 70's so it was originally meant for punch card input. So there is an input program and a program to run the analysis. I have been able to successfully run it and get results comparable to a CAPWAP analysis done on a PDA.
