Check NETA for some testing info, though it may not be all freely downloadable. You may get some results from websearching for NETA testing specs.

It may not be the best idea to limit yourself to free materials on a website as a prime source of information for the described work. Electrical standards texts have to be budgeted through project funds or overhead expense to keep current on {and out of trouble with} electrical systems.

InterNational Electrical Testing Association 2001 Maintenance Testing Specifications for Electrical Power Distribution Equipment and Systems As suggested by others at Eng-Tips.com, it may be possible to get a complimentary copy from a NETA Full-Member company if they view you as a prospective (or current) client.

NFPA Standards 70B-2002 and 70E-2004 also deal with electrical maintenance.
EC&M magazine is a good reference, too. The print version contains illustrations, figures and photographs that are stripped from online articles.
