Weld a Plate in Nozzle of a tank

Hi everyone, i need help with a issue that i have, i have a tank fabricated and inspected under ASME VIII but without stamp, the problem is that we need to weld a plate perpendicular to the nozzle. the question is where in the ASME VIII indicate if it is necessary make the pressure test again?

I hope that someone can help me.

ASME Section VIII Division 1 does not dictate the repair or alteration of pressure vessels. Although it may vary by jurisdiction, NBIC Part 3 is a common standard for such repairs or alterations. Section 4.4 of NBIC Part 3 relates to the inspection and testing requirements.
 
IF this vessel has not been stamped and the data report has not been signed, I would make the argument that the vessel is NOT yet completed. UG-99 tells you the pressure test must be completed again..."A hydrostatic test shall be conducted on all vessels after; all fabrication has been completed..".
