Weld joint cut out or repair diameter limitayions

Is there any diameter limitation for the weld joint repair i mean weld repair not permited below 2"? Kindly inform where and which code it mentioned.

We cannot answer that question based on (1) the confusing description
(2) the lack of dimensions, circumstance, actual size of the welded pipe, the defect, the proposed cutout - if any at all, the fluid, applicable Code, the temperature, alloy, and weld procedure.

Provide a sketch of the pipe, the defect, the proposed "hole" cutting it out, and the problem data.

Your answer may be "Yes".
May be "No."

There is no code requirement that I'm aware of. You can perform repairs on 2" and below, unless restricted by your customer's specification.

The joint of either weld repair or cut out can be a personal choice to do it as it's simple and quick. If the old material corroded, it makes sense to replace a section of it, instead of weld repair, as the material is ready available.

Without customer requirements regarding cut out and repair diameter restrictions, it's up to the manufacturer/contractor. It should depend on the nature of the repair whether requiring excavation to the root or in the cap or somewhere in between and the nature of the defect. Based on my experience, I would cut out the weld in 2" pipe whenever I had a root defect issue. I've seen too many times on RT of the repair that the defect was only exacerbated.
