Weld repair to SA 516-70 plate 1

I am in no way a mechanical engineer, please excuse any ignorance on my end. I also looked through the last 20 pages or so and did not see this asked.

I am however in the QA world and our shop processes SA 516-70 plate daily (this is where my concern lies).

Gouging or kerf bruising can occur during oxyfuel cutting. Can anybody repair that area if it is cosmetic only? Does one need a welding procedure and a stamp to perform any repair by welding? Keep in mind these are components for a product that has yet to be assembled.

If you are in the QA world, I would like to re-introduce you to ASME SA 20. This material specification provides general requirements for plate products including marking, certification and of most interest to you is 9.4 - Repair by Welding. Please review this specification and you will find your answers to the above. Also, ASME SA 20 is directly referenced in ASME SA 516.


 
I see that the processor in this case is the user/ASME shop (is it?)if so the repair may fall under their QC and if the material is received or not the shop may be obigued to involve the AI.
SA20 may be for the plate processor.
I do not have the Code in my hand, so I leave it to stinia to investigate.
