In the end corner of a weld symbol a vessel drawing has 7018. I guess 70 signifies tensile strength of 70 ksi for the weld rod material. What does 18 specify?

The E XX18 refers to flux composition (low hydrogen potassium, iron powder). See AWS SFA 5.1 for further information.
 
Little more:

The "1" relates to positon. In this case "all". 8 relates to the flux.

See any welding supplier for some free guides.
 


Cellulosic: xx10 and xx11
Rutil: xx12, xx13 and xx14
Basic: xx15, xx16, xx18
etc..

More over DEANC is right about the "1".
"1" means you can weld on all position, becarful it is not right all the time.
But if you have "2" in lieu of "1", that means you can weld only on flat position and horizontal fillet.

For your application the electrode E7018 is a real standard as basic eletrode.
 
A little more information on 7018 electrodes is that the electrodes have to be have the moisture content in the flux controlled. The have to be kept dry, that is stored in a proper cabinet and treated properly in the field. This is true for all low hydrogen electrodes. In fact all electrodes should be treated properly, normally according to the manufactureres recommendations

As stated above I would get the all the literature and information from your consumables supplier
 
Read AWS D1.1 5.3.1.2 (?) about storage. My advice would be to condition (bake out) the electrodes prior to use/storage. And also store them at 200C.
 
Store at mfr's specifications; the difference in mfrs against AWS and other eng information has lots of differences.
try Lincoln: just read the low hydd. specs and surprinsingly you will learn a lot.

7018 Welding Electrodes
A low-hydrogen electrode for use in all positions on low, medium and high-carbon steels. 70,000 PSI tensile strength. Ideal for out-of-position welding and tacking. Runs on AC or DCEP (reverse) polarity. Not recommended for low-voltage AC welders.

7018 AC Welding Electrodes
Same as above, but specially formulated to operate with small 208/230 volt AC welders.
