Is there a code specifing how thick the weld needs to be on 3" thick plate to a 1" gusset? Its A36 carbon steel using the MIG welding process furthur information upon request.

Generally, the fillet weld size will be dictated by shear and tensile force requirements. Without this information you would be guessing as to the size. In addition, you need to know the material of the valve body to determine the need for preheat requirements and post weld heat treatment requirements.
 
usually 2 fillet welds with leg = tmin will develop the full strength of the joint
 
Material for gussests and body are A36 carbon steel. The main body is 3" thick and the rest of the peices are between 1" and 2" thick. Nothing is under 1". There is a seal weld that will need to go around the diameter of the body, and then just some small welds aroud the outside. I am new to reading and understanding ASME and MIL codes and didn't want to mess anything up.
 
Not knowing the purpose of the gusset on the valve and assuming fillet welds on both side of gusset, the leg of the weld should be 1/16" smaller than the 1" thick gusset. I have to assume weld length to be length of gusset contact on the 3" plate minus 1/8" on each end of weld so as not to extend the fillet welds to the ends of the gusset contact area.
