weldable 105-ksi rod?

I'm thinkin' no such thing, but I might as well ask.

But rather than presuppose a solution, let me describe the full problem.

U-bolt. ASTM F1774 Gr. 105. Code limits the depth of the "U" and the diameter of the bolt.
U-bolt goes through several plies of steel and has bolts on both sides of the plies, one at the end of the bolt and one near the bend. As I recall, it is not what is holding the plies together, structurally. It is there for something to hang from the U.
If the U-bolt is threaded as far as it needs to be to have nuts on both sides of the plate steel, the threading gets very close to the bend and the steel is not happy.
Can't just extend the U deeper to get the radius away from the threaded area, because there is a limit on depth of U. (Actually there is a limit on aspect ratio of bolt diameter and depth of U.)
Can't substitute larger diameter material to solve the aspect ratio problem because there is an upper limit on the diameter.

Someone suggested a welded washer rather than the inner bolt. Most of the load will be carried by the outer bolt (near the end). But this grade isn't weldable.

Know any weldable threadable high-strength rod?
