Welding 1/4" Plate to 16 GA Sheet in a T-Joint

I'm looking at a detail that calls for 3/16" fillet welds, as if it's a shear tab. I know that that's too much heat on 16 GA. Assuming that strength isn't an issue, what's the proper way to specify this weld?

Yikes. Hmm...some sort of intermittent arc spot weld through the sheet and into the steel? Use JB-Weld instead?

What's the joint doing?
 
I usually specify 1/8" fillets to sheet steel. Takes a pretty skilled welder.
 
It's non-structural, but I'm still not gluing it.

In the past, I have specified 1/8" fillet welds, and that has worked well. I've never been clear on how that works CFS to CFS, where the materials are less than 1/8". Also, SSMA values are based on E60 electrodes.

@RPMG....the most common E60 electrodes (E6011 and E6012) both have too much penetration effect to be used for thin sheet. Further, if you are working under US codes the welder must be qualified for sheet steel (AWS D1.3, not D1.1). To keep the penetration shallow if you are using E60 series electrodes, look at E6018 or E6024 electrodes.
