We have a welding engineer advising us, but I have been asked to verify some of his work. He has reccomended using 309L wire to weld 316L to 13Cr, is this correct. The 309L wire does not have an Mo in it..
You are fine with the 309L. You can overmatch using Inconel filler metal for the dissimilar metal weld but since you have 420 ss, the 309L is adequate.
309 is the magic bullet for carbon-ss, and different types of ss-ss and so on. also 312 can be used if i'm not mistaken. its even higher alloyed and almost a ni/cr super alloy.
In some cases at the very borders, when welding, you will have aggregates of high carbon-low carbon and high cr-low cr and so on. since it segregates with heat. AND THEN it might not be "stainless" anymore in that region. But if this not actually required then options open up.
if welding a martensitic steel to an austenitic or ferritic is what you gotta do then you have to do it with 309 or 312 or similar. and obviouisly some things go out the window.
And it would be good to pre-heat the 420.
The other option is 310 filler.
You don't really have to worry about the corrosion resistance of the filler not being as good as 316, any of them will be a lot better than the 420.
