Welding carbon steel to manganese steel

I am interested in technology to weld carbon steel (railroad rail) to manganese steel (a casting). I am told flash butt welding is used but other methods would be better. [sig][/sig]

 

run you a open butt weld with some 60-10's the cap it with some 90-18
