Welding cast steel

I need to weld a piece of cast steel to a steel plate and I am not sure if I need to change weld wire. Do I need wire with similar carbon equivalent? My casting has an equivalent of ~.25 which I know is weldable, but I have been told that I need to change wire to more closely resemble the elements in the cast steel. How close do the elements need to be?

You need to determine the chemcial composition of the cast steel and steel plate. Based on the known chemcial composition and types or grades of steel casting and plate material, you can select the appropriate filler metal. The filler metal should match either of the two materials you will be joining to assure adequate strength properties.
 
You need to worry about the chemical composition of the casting to determine weldability, but for carbon steel castings, the filler metal will not closely match the chemistry of the casting due to their drastically different cooling rates. Matching the mechanical properties of both metals is what is necessary.
 
Good advice has already been given, but I'd like to add that your weld wire supplier should be able to tell you if your filler material is appropriate assuming you know the alloy types you are trying to weld together.
 
If you can accept braze-welding with copper base filler metal (using oxyacetylene flame and suitable flux) and if the brass color at the joint is not objectionable, then the exact casting composition is not important as it will not be melted.
