Welding consumable for AR 400F Plate

Looking for information on what type of welding process and/or consumable is best for making fillet welds on AR400F to C.S. plate? and AR400F to AR400F?
Also what code or spec would this information be found?

We use E7018 for welding AR400F to C.S. We use E11018 for welding AR400 to itself.
