A 5/16 in fillet normally does not need two passes. Correct? Is there a table indicating when more than one pass is needed? Sorry, I' am little fuzy on this. Thanks for your help.

A 5/16" weld is a general rule of thumb for the largest fillet weld that can be deposited in a single pass - AWS D1.1 Table 3.7 provides maximum single pass weld sizes for various procedures and positions. See the following Modern Steel article for a more involved discussion:
