Dear Sir/madame
Please ask your assistance regarding your point of view for welding of 16" Dia, 22 mm Thick A707 CL3 L5 FLANGE to API 5L X60 Pipe, B31.8 code using ER70S-2 & E7018-1 ( GTAW & SMAW)
Facts:
1) As per B31.8 less than 32 mm Thickness doesnot require PWHT
2) As Per ASTM API 5L X60 Pipe minimum tensile strength is 520 - 760 MPA
3) As Per Actual MTC- ASTM A707 CL3 L5 FLANGE tensile strength is 577 MPA (83 KSI)
4) Esab ER70S-2 - MTC is 625 mpa
5) Esab E7018-1 - MTC is 590 mpa
6) PQR shall be tested for IMPACT TEST at -28 degree Celcius
7) preheat Temp of 170 degrees
QUESTION
Is it feasible to do welding from that data given... If not what is the problem or your recommended filler wire and electrode to be used

I did not check your stated B31.8 exemption for PWHT. If this is correct, the rest of the information you provide is acceptable and should meet the impact requirement.

Sir, metengr if i do the above PQR..... Does the impact test of -28 will passed and satisfy the actual test?

Under B31.8, PWHT is not required for Thickness defined and you may qualify the WPS per ASME IX with the supplementary essential variables for impact testing defined therein.
