welding of unlisted material

I have to weld a CS pipe A 106 GrB to transition fitting (IS grade).the material for transition fitting is unlisted in ASME code.

I have to develope a weld procedure for the same.
How i can do that? does ASME secIX allow that?

Yes, you can qualify a welding procedure for it. You would use the actual base metal type or grade used in production welding. See QW-403.5. ASME IX will also outline the necessary performance qualification requirements.
