welding procedure requirements:

I need to weld A-572 Grade 50 round bars to an existing bar joists that have the chemical composition indicated below. We have determined that the steel used for the joists has a yield strength of 50 ksi but its carbon content exceeds the ASTM Limits of A242 steel (which has an Fy of 50 ksi)

I believe the answer to the following question is found in AWS D1.1 but I have never gone this deep into this topic.
How do I determine what welding procedures are required to ensure proper welds are made?

ASTM A242 is not a prequalified steel per D1.1 from what I can see. If the steel meets the requirements of ASTM A36, you should be able to weld the reinforcing steel using a low hydrogen electrode or an electrode that deposits meets the low hydrogen requirements. That will not happen if the contractor does not remove the paint before welding. Calling for an E70XX isn't going to ensure a low hydrogen weld deposit.
