Weldment in a Part or Assembly mode

What is the difference between creating a weldment of various pieces of structural steel (I-Beam, angle, etc.) in the part mode or assembly mode? At the end of the day, what I need to represent is a frame that we purchase from an outside vendor in it's finished state. We specify the details of the frame as well as a cut list with balloons for the individual components used to make the frame. Is one way better than the other to create the frame (part or assembly)?

Weldments are made at the part level. Weldbeads can be added here but they are within the part file.

Weld beads (separate parts) are added at the assembly level.

I think weldments would be the easiet way for you to do this.
