weldolet and sockolet

Im in need of any opinion on machining of weldolet and sockolet.

SUpplier provided us exact outlet (sockolet) size as how we ordered. However, run size was for 1-1/2" to 3" but our requirement is for 4". Supplier insisted of machining it to fit 4". Is this applicable? If so is there any standard or code that I can refer to as basis. Same happened to weldolet; required run size is 12" but actual material delivered was for 14-36".

You seem to contradict yourself or at least confuse me.
1. Supplier provided you 'exact outlet (sokolet) size as you ordered'. Be happy, you got what you have ordered.
2. However?? sounds you doubt that you got what you ordered?! Did you get what you ordered or you didn't get what you ordered?
3. The code require the fitting to have a minimum thickness (after machining), in accordance with the purchasing datasheet (design pressure and temperature).

Am I missing something (apart of my sanity)?

You are being conned by the supplier and you should be backcharging the supplier for machining costs.
Bonney Forge (as an example) make two different types of O-lets (Weldolets, sockolets, threadolets etc).
One type is made to fit the exact run pipe size and the other - called a Flexolet is made to fit numerous run pipe sizes.
Bonney Forge guarantee that all Flexolet fittings have a maximum gap of 1.6 mm (1/16") and they comply with MSS-SP-97-2001 irrespective of run pipe size.
Apparently the 1.6 mm gap is considered negligible when welding - I prefered to give mine a light grind so they fitted the run pipe exactly.
The fittings you have been supplied with do not fall within the range they were manufactured for so they do not comply with MSS-SP-97-2001 Clause 3.3 so should be rejected and returned or machined at the suppliers cost.
