What is the most commonly used standard (ASME, ASTM etc) for Wet Fluorescent Magnetic Particle Test performed on internal welds of a pressure vessel?

If this is a pressure vessel, you should follow ASME Boiler and Pressure Vessel Code, Section VIII, Div 1 Appendix VI. This is a mandatory appendix that pertains to Methods for Magnetic Particle Examination.
 
Don't forget that ASME is NOT the sole pressure vessel code. There are others. Nevertheless, the requirements for inspection will be given in the specific code used to design and construct the vessel.
