What will happen if the working gas flowrate is much lower than the design gas flow?
e.g. Scrubber is designed for 250m3/h gas flow,(Scrubber ID 300 mm). the actual gas flow is 20m3/h only, gas velocity is 0.08m/s.

Can you share a PID or PFD of your process with info about the gas to treat (composition) and the scrubbing liquid?
Can you add inert to your gas stream ?

You would need to ask the vendor but can't see too much to go wrong. Your gas might get a bit wetter, but usually the problems occur if you go higher than name plate.
The gas might find a single way / cone through the packed bed and hence reduce the interaction with the liquid is probably your key concern.
It will be down to the individual design so what does the vendor say?

As far as i know there are no adverse effects from low gas flow. All adverse effect are from too high flow. Gas can only get so wet - to its dew point. It might coll/heat more - but in most cases its to the water temperature anyway.
