what do the current values mean in this meter?

In the picture can be read 10(40)A. What is the capacity of the meter 10 A or 40 A, why are there two values?

10 Amp test current.
40 Amp rated capacity.

For many decades the North American standard residential meters were:
15 Amp test, 100 Amp rated.
30 Amp test, 200 Amp rated.

It looks to me that this is a direct connected meter for an household.
Therefore, 10A = Basic current & 40A = Maximum current for that meter.

1. The meter name plate is marked besides other data also shows [ BSEN 62052-11 ], the Standards complied with. It implied that it is manufactured in compliance with the BS Standards, which is identical to the
IEC Standards 62052-11.
2. In the IEC :
a) Basic current (Ib) the rms current ....,
b) Maximum current (Imax) the rms current...
Info: refer to IEC for full detail.
3. In the IEC, on marking:
... for direct connected meter, Ib and Imax current expressed 10/(40) A ; for basic current of 10A and maximum current of 40A.
