It's a National Grid certification for commissioning on the transmission system. It's not purely technical - the grid have their own ways of doing things and their way is the only way which is acceptable, so it assesses knowledge of their procedures too. The exams are assessed by NGC, and it's a requirement for doing commissioning work on the transmission system. If you aren't either a grid employee or sub-contractor you probably won't get an opportunity to sit the exam.

The technical content of the exam is covered quite well in Keith Harker's book 'Power System Commissioning and Maintenance Practice' - if you understand the book you have a slim chance of passing the exam rather than no chance. [wink]
