What is allowable strees of 4130 alloy mechanical tubing?

The tensile strenght is 110ksi.
To calculate the MAWP pf the flowline based on ANSI B31.3, allowable stress must be specified for material not listed in ANSI B31.3.

Is is the 1/3 of the tensile?
