I can't find this on ASCE website

"An ASCE manual [3-26] on the side effects of dewatering
discusses settlement, how its potential can be
evaluated, and measures to prevent it."

Searching google for that sentence, that's not a standard number. It's the footnote or reference number for the reference. Reference 26 in chapter 3 of the source you're quoting. Presumably there's a bibliography in there with a full citation.
