what is hot-worked diameter of rod as mentioned in UG-14?

hello all,
UG-14(b)(2)states as follows:
(2) Parts may be machined from rod or bar having a hot-worked diameter not greater than 5.50 in. (140 mm),provided that the axial length of the part is approximately parallel to the metal flow lines of the stock.

what is "hot-worked diameter" referring to? the diameter of as-finished rod or diameter prior to being wrought?
does the rod to which referred has to be hot-worked?

anyone can shed some light on this question?

I presume that we talking about hot finished material (as opposed to cold finished).
What they don't want you doing is machining a small part out of a very large bar/forging/billet.
Likewise they want the major axis roughly aligned and not cut out at some odd angle.
Not that it has anything to do this question, but the aerospace specs are all being revised to not allow bar to be cut from plate.

Virtually every AMS bar spec for materials that have some directional properties (Al, Ti, SS, Ni alloys) have been revised so that bar cannot be cut from plate.
There are some very narrow exceptions.
When doing this you can swap the "L" of the original into the "LT" or "ST" of the bar, and the other way around also.
