I am trying to understand the exoskeleton control system,
What is meant by the system (exoskeleton) dynamic behavior and actuator's dynamics?

We use these terms to refer to the part inertia and the effect on the system. An actuator starting, moving and stopping has an effect on both ends of the unit. There is also and effect as the actuator moves through space.
 
You can refer to "system dynamics" for an overall understanding of actuator dynamics. their dynamic behavior has basic properties, such as delay, overshoot, etc. their linearity (throughout their torque range) and stall characteristics are also part of their dynamics.
