What is pneumatic area in a landing gear strut?

I'm confused by the definition of Pneumatic Area inside a landing gear (LG) strut/shock absorber. One article said it's the section area of OD of an inner cylinder. However, I thought it's the section area of ID of an outer cylinder. If the OD of the inner cylinder and the ID of the outer cylinder are different, it can make a big difference on the Pneumatic Area. Does anybody know the exact definition of the Pneumatic Area in LG industry?

But maybe thay can't be different by more than the clearance and seal requirements, in which case, they probably differ by less than 5%.
