What is the best adhesive for child safety application?

Construction application: Need best suited adhesive for application of attaching thin finished painted aluminium window guards (window bars) to installed finished painted residential apartment metal window frames. Contact area available is two flat smooth strips (one on each side of window frame. Each strip is 3/4 inch * 36 inch. Application is for safety from falling (i.e. not to prevent outside entry). Environmentally - usual for residential window setting, including temperature differential when air con. is on during summer months. Requirement also is ability to remove adhesive in future without damaging window frame finish. In past, attachment was done by 4 small screws, one in each corner. Was thinking of an epoxy or some double sided tape such as 3M VHB but am unsure of strength and removal. Prefer curing at room temp. Kindly provide advice. Thanks.

I would question the wisdom of doing this. While the structure is not load bearing in the normal sense, when you need it to work, it is loaded.

If I were a resident, the first thing I would do to something like that is to put some small screws in to make sure it won't pop out when I need it the most.
