What is the Joint efficiency for welded tubes like SA-214

I came across an ASME SEC. VIII DIV 1, ug-27, design thickness calculation for 1.25in, 0.06in MW, SA-214 condenser tubes that assumed a joint efficiency of 1. However SA-214 is an ERW tubing and I am pretty sure that RTs are not done on these tubes. Can the joint efficiency really be 1?

The tubes are finned and roller expanded into each header on a tube bundle.

EVPeng21, joint efficiency of 1 is correct. See Sec II, Part D, Table 1A, Note G24.

ERW pipe/tube is still being made? I thought this problematic process had been made obsolete by high frequency welding.
