What is the maximum depth concrete can be saw cut? We have a large 3ft deep slab that we may need to cut out openings to place deeper foundations for heavily loaded columns.

I'm not sure there is a limit. Just added cost the thicker it is.

Saw cutting via circular blades is limited to blade diameters (/2) and there are concrete cutters that look like chainsaws that can go deeper.
There are also coring systems that could cut through at the corners and/or perimeter that could facilitate chipping the rest of the way.

There may be concrete coring/cutting subcontractors in your area that you could reach out to for guidance as well.

I doubt it if you're talking about foundations, but if you have access to the bottom of your slab, you may be able to core a few holes through and wire saw it. Although as I understand that's one of the more expensive options.
 
You must be talking about some major loads if a 36 inch deep foundation isn't thick enough. Can you pour on the top instead to increase thickness?
What I'd be concerned about is that a 3'-0" slab is likely to be thicker, especially locally, which would further increase the cost.
 
I've never heard of a 3' deep saw cut. That would be a 6'+ circular blade or a 3'+ "chainsaw" type saw.

You may have to cut an area larger than what you need, jackhammer it out to the cut depth, then cut again (and maybe once more). Remember, you still have to get all that concrete out of there so you can't just expect them to cut a nice rectangle then pick it up. A 3'x3'x3' chunk of concrete weights 4,000 lbs. They'd have to do a ton of cuts or jackhammer anyway.
