The word is "quiet", not "quite". Although quiet literally means "without noise" in this instance the intention will be the "still" or non-turbulent area of the vessel. Vessels sometimes have "stilling baffles" installed to prevent disturbances entering the quiet zone. The quiet zone would typically be used for level measurement or other control parameters.
