What is the vane shaft height accordin to astm ?

I am going to make a field vane apparatus . astm d 2573-01 . whats the shaft height criteria ? i could not understand 6.1.5 whats the vane shaft dia? can i directly use vane for a small depth 1ft with out torque rod?

I believe the vane shaft height is 10x the diameter of the vane and the length of the vane is 20x the diameter of the vane.

Also, D2573-01 is not the latest version of the standard. There have been several versions since then. You can buy from ASTM.
