what is this new NX4 feature: 2D Concept Layout?

I was reading a "what's new in NX4" fact sheet, and it mentioned a new feature called "2D Concept Layout".

Has anyone got any idea whether this is significantly different than the old Sketcher combined with WAVE functionality (which has been available for a very long time now)? What is New, what is better, how is it different?
