What is this piece of railway equipment called (see photo)? 1

Hi all

I am new to the railway industry and during my site surveys I have come across a piece of equipment numerous times. I have attached a link for the photo.

Heard this being called an axle counter or spider plate, but I am not convinced.

Hard to tell from the picture, but it looks like a sliding plate for the switch rod.

Looks like there is no manual or electric switch needed at the crossing to me with the extra guiderail to the side as constructed. However, I have no idea what the equipment is called. Sorry.

It's a transmitter as part of the train warning system.
