in regards to cars (in Australia)
what qualifications are needed to approve of
*engine transplant (with a motor that the vehicle did not come with)
* modify the drivetrain (such as going from fwd to 4wd)
* modify suspension mounting points


i have a mini moke and im looking at changing it from fwd to 4wd, this will also consist of a different engine, and also the need for suspension alterations

and where can i get guidlines of what i can and cant do, and the correct process of doing it?

There is no simple short answer to your question, so very much depends on which Australian state you plan to road register this vehicle.
Every state has different requirements and limitations, and different procedures.

One place you could start your search (that I am familiar with) is a Hot Rod Forum called, Ozrodders.
You will not be able to road register it as a Hot Rod, but that Forum might give you some insight into the very confused world of getting highly modified vehicles road registered.
