what's on the lightpost?

I was visiting a home in a new subdivision yesterday and on one of the lightpoles there was a device I could not identify. It appeared to have a small solar panel on one side of a nema rated looking sealed box with 4 rods (antennae?) coming out of it, 2 up, 2 down. I have no idea what this thing was, I thought maybe battery backup for the lights, but what are teh rods?
Sorry if this isn't the right place to ask this, however I figured if anyone knows, they read here...

Just a guess...

It sounds like it could be a RF collector/repeator for an automated meter reading system. It would capture readings from utility meters in a subdivision and forward them to either the company office or another upstream collector/repeator.
