When do we alk about a vessel or piping 1

Does anyone know when piping changes into a vessel and this in the spirit of PED.
Example: we have a piece of pipe DN 300 with one entry and one exit and several instruments on it there is also a volume of 40 litres defined. It is used as a kind of little storage tank and has a shell at both sides. Now we have to know if we should consider this as piping or as a vessel. This to define the PED category and the manufacturer. (Piping subcontractor or Vessel manufacturer)

It's a pressure vessel

The PED text is quite clear on that subject:

"Vessel means a housing designed and built to CONTAIN fluids under pressure....."

"Piping means piping components intended for the TRANSPORT of fluids...."

As an example we built a holding cell which was nothing but 30-40 meters of pipe with a slightly increased diameter (from 2" to 3" if I recall correctly ). The "pipe" included no end caps and no instrumentation except for two temperature transmitters. Our local authority requested this being categorized as a pressure vessel since the intended purpose was to HOLD the fluid rather than transporting it.
