When does E-381 have to be done ?

ASTM E-381 (macro) is referenced in ASTM A-193 and A-194.
In the grand scheme of things, what is the sequence when performing this test? If performed on the raw material does it have to be re-performed after that material is quenched and tempered (e.g., buy 1045 with Macro done and acceptable, quench & temper to A-194 Gr. 2H, re-perform Macro)?
Since this is (basically) a steel cleanliness test I'm of the belief that this test checks the pouring process and isn't changed by subsequent heat treatments.
Comments would be greatly appreciated, and, thanks in advance for your time.

This test is performed only one time. In accordance with ASME SA-193 Standard Specification (ASTM A-193 is identical), see Paragraph 4.2, Method E381 shall be used as agreed upon between the Purchaser and the producer. When the bar or wire is supplied, the bar or wire producer shall perform this test method.

When fasteners are supplied, either the bar or wire producer or the fastener producer shall perform this test, as agreed between them.

Method E381 is a macroetch test for evaluating the quality of bars, billets and blooms. Macroetching will show variations in metal grain structure or coring, chemical segregation and product imperfections like laps, seams, bursts, pipe and hydrogen flakes from steelmaking practice. This test can be performed at any time. However, it is preferable to have it performed as early as possible in the event a problem is found with the raw product form before further manufacturing or heat treatment. Subsequent heat treatment during manufacturing steps will not affect prior test results.
