How is the equipment anchored?

There's not much to design at all, just plunk on the pad. If it's appropriate or not depends on the equipment, soils, climate, etc

What is the horsepower of the proposed compressor?

What kind of unbalanced forces are we talking? In addition: what does the whole thing weigh?

It "could work" if completely free to move and let the gravel move under a sufficiently self-rigid frame - Consider that many tens of thousands of "portable" air compressors, portable diesel generator and their engines, and portable welders and other mobile equipment operate off of suspended and free-isolated trailer suspensions all the time.

The gravel foundation implies for temporary work. Will you pls provide some clues ; soil condition, frost depth, total wt of the set up, weight of vibrating part ( in this case motor and reciprocating compressor)..?

IMO, there should be recommended method of supporting the skid by manufacturer ...
