Where can I get Shell MESC

Does anyone know if the Shell MESC is publicly available as a standard or is it something that needs to be purchased?
Can someone recommend me the appropriate contacts in USA who can help me get the Shell MESC.

I guess we are looking for the same thing.
I contacted them through their official distribution site but it is kind of expensive (5000Euro/year or 10000Euro/CD):
Name of the in charge is Bart Van Hees: "Bart.VanHees@shell.com".
