Where is flange "minimum thickness" measured?

For our upcoming turnarounds we'd like to set up a database of our heat exchanger girth flanges and their associated minimum thickness in case flange repair is required. However, tubesheet flanges have a recessed face for the gasket. The referenced thread above has one commenter saying that the minimum thickness is the thinnest portion, excluding any facing; which agrees with Section VIII figure 2-4 note 4. PCC-2 article 3.5 figure 1 points to the flange thickness at the bolt circle. When we run a calculation in say, PVElite or PlantManager that spits out a minimum required flange thickness, is that calculated minimum thickness at the bolt circle? Or is it through the thinnest portion of the flange, and then we have to add back the facing at the bolt circle (for a recessed flange)?

It is the thinnest section, you have to add on raised face or recess.
