Where is the PDMWorks 'Retain Ownership' Check Box

Hello, could someone please point me to the 'retain ownership' overrides within the Vault Admin Area. It is set to release all the time right now, and we need it set the other way.

Just for emphasis, or perhaps clarification, users have retain ownership selected and defaulted but it is not retaining due to some overriding Vault Setting.
